An officer with Santa Rosa PD's Downtown Enforcement Team Tasered the man twice with little effect, police said.

The suspect, identified as 50-year-old Victor Harker Lozada who police described as a transient, was known to the officer and was on pre-trial release for a robbery charge, police said.
